Well that is only a very straight forward passage. There are several occassion that homosexuality is mentioned in the scriptures. Like in the book of Kings where male prostitutes where cleared out of the temples. In the letter to Romans you have also that is talks about disgraceful sexual appetites and how even the females changed the natural natural use of themselves.
And as far as who wrote it I think you answered that one yourself. These are Paul's words inspired by God. God being the author and Paul the tool which to put it on paper. It's obvious that it was not his personal opinion because those same feelings are expressed through out the entire bible.
