  Hear me out.
  Every month we take a poll where all members get to put one name on the ballot (any name). After counting the votes the top 2 nominees have one month to campaign. At the end of the month there will be a vote to kick one of the two nominees out. The loser will be banned and will have to sign in with a new account. So as to be more efficient after the first month there will be a second poll for a new set of nominees. That way the nominee and ban cycles will overlap.
