    Turns out Russian defence minister Shoigu did not serve in the army. He studied civil engineering which had a military department intended at training commissioned officers, I dont know the details but somehow this gave him a military rank without serving.

    Putin did not serve in the army. He had espionage training in the KGB and had a career there, which counts as alternative service.

    Medvedev did not serve and neither did the minister of foreign affairs Lavrov.

    Keep in mind that Soviet Union had enforced conscription and its still the case in Russia, so it was not voluntary. Somehow each of them found a way not to get enlisted.
