I'd repeat the question pr2:
"Should we be comfortable with .6% of the population, or 1 out of every 166 dying for a preventable cause?"
You seem to be arguing that it's actually less than that, but the question still stands. Shall we just let those people die? Or shall we take some actions to try to prevent it?
