It's true that either are somewhat unstable, but a corp. definately has a steady stream of work (I work for one that has 300 employees). A small agency can have a lull in clientele and lay off people fast. Not so much in a corp.
But you sacrifice creativity and working with more creatives that you would have in an agency. Agencies do pay more mostly, and have a more diverse range of projects.
Tough call.
