    A man has been barking for the last week outside of my building. What do I do? ...since last Monday or Tuesday, a man has been standing across from my building, barking like a dog, as loud as he can from roughly 1PM to 9PM every day. To his credit, he doesn't seem to loose his voice, and he sounds just like a dog. It's extremely loud and distracting and everyone in my building is complaining about it.

    The problem is, the police say they cannot do anything about him. I've seen him get somewhat aggressive with passers by - standing in the middle of the sidewalk and yelling when they don't give him money, but along with the constant barking, he hasn't done anything else. What can be done about this?
