Jaycee Dugard, who was kidnapped at age 11 and held as a sex slave in a Bay Area backyard shack for 18 years, cannot sue the government for failing to arrest and jail her future abductor in repeated parole violations over a 2½-year period, a federal appeals court ruled Tuesday.
