They're called 'dune buggies' or 'sand rails' out here in AZ. Some are street legal (see them all time moving through the city)... some aren't (considered ATVs)... doesn't seem to matter about wheels / windshield... it all comes down to a sticker (and how much you paid for that sticker).
So—You can rent them / buy them here and drive on street or in the desert... just depends on how they're registered...
... and yes... these are mad-fun to whip around a dirt track on... just be careful in the desert if you're not familiar w/their maneuverability... they do roll easy if you're driving like an asshole. :) (rolling is kinda fun if you're strapped in correctly and are a little mental)
