  From my point of view, this is an all-out arms race -- superior information wins. Constitutional or not, the fact that the technology exists means that if it is not exploited by the US government, then a foreign government or group could develop superior technology and superior tactical information about the US. It's pandora's box, you can't force the technology back inside, and even if you curtail it's use in the US, other countries will continue to use it and eventually develop superior tech, tipping the balance of power.

  Hopefully the government uses it benignly, like they mostly do with their bombs and guns and such.
