My tiny 2 person company won a contract recently to produce a huge TV spot for huge gov. agency. An agency we freelanced for asked for cost estimate based on the boards. I couldn't comprehend why such a huge agency would ask small fish like our company to produce (later i found out the agency x4 the costs so they didn't want to hire "legit" production company with huge overhead). We grossly over-budgeted but in the process we've learned that when you do a project for a large organization so much time-wasting bureaucracy is involved that we broke barely even.
So my advice would be to pad your time SIGNIFICANTLY as you will be spending crap load of stuff writing meaningless emails back and forth. Moreover make sure in your pitch to use lots and lots of images to illustrate your points - make it colorful and attractive showing the process and breaking the process down as if talking to a 7 year old. Remember, people evaluating your pitch are not smart - they are cogs in a huge system afraid to be brave so they want lots and lost of material (preferably flashy and colorful) to justify their choice in case shit hits the fan.
