    In order to protect the U.S. citizens against "terrorism" the government sidesteps due process, implements the surveillance state, and militarizes the police forces.

    Those very citizens grow increasingly fearful of the state, to the point that any trust that did exist vanishes.

    In turn the same citizens become potential liabilities to the "free state" and thus any and all activity by those concerned about being stripped of constitutional rights is now evidence against them.

    Dissidents, objectors.... even terrorists they become in the eyes of government. Caught in the trap from within only out of concern for protecting what liberties that remained. Labeled as potential enemies and categorized by priority.

    In case you were wondering, yes the military can and has killed "potential future" terrorists without any evidence to that effect.
