Regarding the Dodge/Anchorman commercial...
The car itself is not newsworthy. A TV spot with just the Dodge durango driving around does not call your attention.
But throw some window-dressing on it, in this case a celebrity, and it'll at least make people notice it. But it's hardly a collaboration. It literally could have been one of a thousand different celebrities, movie characters, bikini-clad chicks, etc.- and to answer your question about $, it's basically a shared marketing expense between Dodge and the movie studio.randommail
