In my last very informal and unofficial check, I found that out of all IE users for my clients' sites, more people are using IE 8 than IE 9. I'm pretty certain that's because IE 8 is as high as you can upgrade to on a Win XP machine.
I do web development for small businesses and I try to support down to IE 8, but nothing below.
But that being said, I don't stress about things not displaying perfectly in IE 8 or 9 the way I did even a year or two ago. I have my own version of "good enough" for these browsers, and I reach that point and then move on.
Better to spend my efforts enhancing the mobile experience, because more people are going to see that than are going to be viewing the website in IE 8.
