oh dear
the hard thing is that they ARE expensive.
so here's my -.2
i own a dual 867 G4 with 1.5 gigs of ram and os X. i did some videoprojects on it (use final cut pro, it's good) and it worked fast enough for me. (2nd monitor necessary) maybe a eMac would serve your needs in price and extras?
