    I think you can reuse a certain amount of notes from a song legally. Make a short sample a loop it. Or perhaps you can have someone else do a cover song. Many people do cover songs without paying any royalties. DJs are constantly doing mashups and making them available online. But the truth is that anything and everything is illegal, as long as there is a lawyer who sees that he can make money. So as long as you're not actually profiting from sales. They cannot sue you for any money, and at most can send you a cease and desist.
