This is also a sales process question.... if your quotes are being rejected left and right, you may want to "qualify" your prospective clients, i.e. talk to them more before you draw up a quote, and decide if it's worth drawing up a quote at all... especially with startups
If you have prospective clients who just ask about prices without much context, and ask for quotes without wanting a converstaion, they are more like tire kickers at a used car lot than actual possible prospective clients
