in that case, if you're giving them a cms of sorts (and if they have ie / pc), i reccommend using something like htmlarea:

which is a WYSIWYG textarea for ie on the pc and saves in html 3.2. Used this for 3 clients for mailing list apps / cms and it's worked out great for them.
