The younger brother seems pretty normal from everything we've seen. Popular in school, had a lot of friends, was active at school with various things, was a volunteer, not very religious. Every person that knew him thought he was very normal.
Then you look at the brother. Total opposite. Anti-social, in touch with militia groups, many around him noticed him becoming much more serious about religion and was becoming extreme. Sounds like he sucked his younger brother into this (he's still very guilty), probably influenced him or gave him an ultimatum or something like that.
