I'd say this whole question of load times is becoming increasingly moot, with broadband, to be honest. Well, that is, unless you're trying to stream in a whole feature film (which would be silly!).
In any case, as far as I know, retina is an Apple-only thing for now, not a standard as such. I'd have a look to see how many iPad and iPhone hits you get over the last, say, 365 days, and decide what your threshold should be for yes or no.
