My experience doesn't relate directly to LA, though I do live in Southern California. But right now almost all of the local freelancers I know are really busy. I'm seeing that span across different skill sets/industries from copywriters to designers to motion graphics to web dev, etc... Not sure if I'm ready to call it a trend, but things seem to be looking up for 2013.
But that being said it's a hard road like Miguex said, and a lot of it comes down to who you know. The longer you've been around the easier it becomes to get work thrown at you without even trying.
