Why not just say this part to him:
he needs more practice in building web design however he often falls back on a formula for his design work... gradient fill, dropshadow, textured backgrounds etc...
And ask for different concepts at the outset.
His work may very well be 'pixel perfect' but if the pixels look shite to being with, give him a nudge in the right direction.
