Im in canada so im sure shit is slightly different. But unless you're making mega $ (like $30,000+ in canada) you don't have to charge sales tax on shit. That being said technically even if you sell one piece for $10, you 'legally' have to report it as income, but you dont have to be registered as a corporation or even a sole proprietor business to do it, just report it as additional income on your personal tax return.
If you want it to be operated like a business, then just hit up your business license place in town, as local businesses are basically licensed on a municipal level. IE you must be following the local business bylaws. Obama dont care about shit as long as youre paying taxes on the money you earn. (so that being said, make sure you're tracking all your expenses so you can tell that asshole to go fuck himself).
