go into a local sign co.
you can order promo or calendar vinyls - varying life, from 1-7 years outdoor.

they'll have either 3M or avery charts - getting vinyl in PMS colors is very expensive.
when you send in the file, it'll be cut as the vector - then the excess is peeled away and transition (pre-mask) tape is applied. the decal has wax paper on the adhesive side which, when pulled off - the vinyl stays in place via the pre mask.
a lot of sign shops run their plotters from flexi-sign, not illustrator, but if you supply a eps it translates fine.
also, most vinyl rolls come in 18" / 30"/ 36" / 48" - whatever size your decal is, set it with about an inch of that, as often the pinch-rollers need a half inch on either side to adjust for tracking.
i cut a lot of my own vinyl, 48" smart-mark - it's a pretty simple process - but can take a few tries if your a novice - so perhaps ask for a few pieces of scrap to practice with. (they'll have tons)

here's a pic of a process shot we did a little while ago - might help to see the application technique?
although this one is a full color printed decal, not a solid vinyl one, but the application is the same.

    hope that helps.
