i think that a lot of pentagram's work is evidence of how impossible it is to design effective work for bureaucracies... there's no way any of them think that this is a good logo, for example... it was clearly just a cluster f of board members and agencies "directors" etc.:
i wouldn't be surprised if this "hip" chicken shirt is more of the same. i doubt they think it's "good," and it was probably client driven.
