A good concept can be totally blown out of the water by a bad design. On the other hand, good design can only do so much for a shitty concept.
I encounter this problem a lot in my local market. The bottom line, and I think the true meaning of that statement, is that you must have a strong, clear concept to facilitate good design. The point of good design is to communicate a message. If you do not have a message, then you do not have a design. Period.
