you need to:
go into illustrator
create a dot and save it as a symbol
bring in your face image.
Mosaic tile the image.
run 'size by luminance script'
this will resize each tile to a size related to it's lightness
run 'replace with symbol' script on the tiles (selecting your dot as the symbol) it helps to ditch all symbols except your dot and then select number one when prompted.
this will take a while and delivers a result not dissimilar to that effect but quite different from a dot screen.otherwise TBH it's a 3D job.
