as F_B says, size isn't relevant if you make it as a vector, which you should try to. What you do need to pay attention to, if it's primarily for web, is how it looks at webscale resolutions and sizes.
Easy enough to do —just play with your zoom level in Illustrator or whatever program you're working on, and imagine it set at a ‘worst case’ scenario, tiny and greyscale, lost in a footer somewhere, taking up a mere 100 pixels or so width on-screen.
