    Following one of the worst economic crises in recent history, small businesses are just now starting to resume growth and hiring. While the state of American business slowly improves, the real impact of the health care bill passed into law last year is just about to hit and is cited as one of the key contributor to small businesses' hesitancy to start rebuilding.

    Starting in 2014, a business with 50 or more full time "equivalent" employees must provide employer-sponsored health insurance or pay steep fines (about $2,000 per employee). The health insurance must be government-approved, covering a broad range of benefits chosen by Washington bureaucrats but paid for by employers. In addition, some businesses that already offer generous health benefits will be fined $3,000 for each employee who instead opts into the new health insurance exchanges.

    This policy is already destroying jobs, making businesses reluctant to expand and risk hiring a 50th employee, as well as hesitant to take on new projects that will require additional staff. Employers are also attempting to limit their exposure to the $3,000 fines by reducing the number of low-skilled employees on staff, who are more likely to trigger these fines.

    Legislation in both the House and Senate known as the "American Job Protection Act" has been introduced to repeal the job-destroying employer mandate included in the Patient Protection and Affordable Care Act.
