think about it like that... Someone has to direct it ($1000), someone has to shoot it (another $1k), someone has to provide the camera ($250-1k) and lights ($500-1k) then some crew to run all that gear ($250-1k), then someone has to provide the space (free-$3k) then someone has to edit it ($500/day - about 2-3 days) and do the animations (if any) ($500-3000).
$4k-10k. That's your low budget.
