After troll-anusing around for a little bit on that site it occurs to me that it has a very familiar feel to it. Yes, like a template, but maybe that's a little harsh.
It's more like people are using the same techniques, limited in style and imagination since they're convinced they shouldn't use Flash.
Even in the 90s, people would use a simple fallback site instead of something better in Flash.
