Ummm... getting back to the core of this thread, my thought is some kind of materials donation program, along with a federal work program, can make a big difference. Since we happen to have the world's largest prison population, using the less violent offenders as a labor force might be an idea as well, offering a small wage, and the possibility of a shortened sentence for participants as well. The prison labor issue is a very slippery slope though, as this might give incentive to incarcerate even more of the populous.
