create a new layer above the interior rectangle. hit (d) to reset the color palette to b&w default colors. select the line tool, turn off anti-aliasing and draw a 1 pixel border along the left and top edges of the interior rectangle.
hit (x) to swap colors and draw a white 1 pixel border along the right and bottom edges of the interior rectangle.
adjust the opacity of the layer to set the depth of the inset.
