You can try that... but right off the bat it sounds like this client doesn't understand Project Management.If they're approaching you asking you to quote money but aren't giving you any scope in writing (meaning they have no project management)... ... run away, friend...
... are they going to pay you for the free education? :)
Project Management exists in all businesses... if you come across a business that's just 'winging it'... ... I've found it best to just move on... and most importantly - DO NOT LET THEM SUCKER YOU into being their Project Manager... ... unless they're willing to pay for that of course. :)
