I've been using Python/Django which is great for the kind of stuff you mentioned...gotten to the point where I can throw together pretty much any site functionality in just a few hours.
On the PHP side of things, take a look at Expression Engine - not free but it's probably the best option between Wordpress which is somewhat limited and the clunkiness of something like Drupal or Joomla.
