Depends. We charge per project, not per hour. Just gets too messy trying to worry about the differences and nuances (try explaining the details to a client, they just don't care).
So generally, we do not bill for hours (for the initial project). We do, however, bill or rerenders, material changes, etc.
[my company is primarily architecture viz, so may vary by industries I suppose, but I also charge lump sums for motion graphics, too, not for rendering time]
