  I think it should be illegal to fire or quietly "lay off" someone if the boss finds out they're looking for another job. Something along those lines happened to me a couple years ago. I was actually told that when things got busy again (we were really slow at the time), they needed someone who they could rely on as a loyal member of the team. I thought to myself "OK, so you expect your firm's goals to trump my own career goals and responsibilities as a husband/father? Wtf."
