La Paz is very diff than Cabo. Only a couple streets full of vendors, food is really good (more targeted towards locals than tourists). City is quite safe and can be driven with or without traffic in about 30 minutes.
Definitely feels more like a Mexican large town than a tourist spot. The "Malecon" (Strip) is fun at night with clubs and bars but not the spring break atmosphere, more tradicional. Some hardcore scuba divers year round too.***READ THIS THOUGH***
It's common knowledge in Baja that La Paz and the surrounding communities are the 'Narco Drug Lord's Paradise'. Which is to say, it's a refuge, a kind of a neutral zone. They don't start shit with each other there. They have their fun and try and keep the peace in these communities. If you have the money to buy property in any of these 'high-end' neighborhoods, keep your fuckin' nose out of people's business and you'll be fine.
