Bad eBay experience?

ebay / paypal together is a disaster. I recently tried to buy a softbox:
The seller was unresponsive after 3 days (and I had paid instantly). So I decide to contact him. Well, ebay somehow allowed him to block any contact with him and instead replaced it with an FAQ. When I would try to select the "contact anyway" option, it would hit me with an unclear dead-end screen blocking contact. (getting annoyed)
I call ebay, wait on hold for 30 minutes, and they give me the seller's email address. Ok, fine. I email the seller to ask what is up and he says he delayed shipping because paypal had a fraud warning on my paypal account. I tell him to ship it as he has received his money already. I login into paypal and there is indeed a notice about my account be restricted (even though it did actually pay the seller). To undo this restriction I would need to fill out a form, wait 3 days for some code to post on my credit card, and then put that code in. (getting angry)
