As far as i know if you buy through paypal you are very safe.
Also its worth noting if an item is for sale and has a 'No returns accepted' policy, you can buy it through paypal and if there are any problems, even if it is only a tiny bit different from the description, you can indeed return it.
Paypals policies for returning goods trump ebays policies. It doesnt matter if the buyer has sold it with a no returns accepted policy.
At least thats the info i found for the UK. Its a good thing.
