  if it's more leaning toward an infographic, hire a graphic artist or illustrator,
  if it's more leaning toward a technical diagram, hire a GIS tech.
  if it's all about exploring uncharted lands and turning surveys and aerial photos into topographic maps, hire a cartographer.

  I suspect you need a graphic artist or illustrator. Good base-maps can often be got on government websites.
