4cy, to be perfectly honest, the only real standard of web design is, will it work in all browsers (cept ns4 :P)
i dont think there is a standard for usability and design. i would say the true measure of a successful website is how it effects the clients bottom line, or ROI. even ugly websites make money.sometimes an overly designed, 600k flash preloader will just turn a user off and kill a good marketing tool for the client.
and there is no standard what constitutes a professional designer, cept for are they making a good living at it.
i mean nobody needs a art or cs degree to develop sites or charge a professional wage. there are no tests to pass or certificates needed.
i really want to continue a successful career designing, and i do want to do it right and practice as a professional...
but im finding it harder and harder to call it a profession. simply because there is really no education required to deem ourselves designers. just a business card, bootlegged software and a portfolio page.
