    send resumes to places that you wouldn't think of in the first place...
    manufacturers of power supplies or electronic components, rivets, etc (many have in house advertisement dept for web and print) I worked in one for 2 years for my first job.
    Factories and manufacturers place a lot of ads, and update their websites pretty often, not to mention brochures etc.
    and so on...- go for the places that don't necessarily have strong brand identity. Just find their number on the yellowpages, call asking permission to send a fax, don't even ask if they are hiring. Send a fax of your resume and coverletter addressed to Marketing/Sales dept.
    And never stop trying with the employment agencies. They get hundreds of inquiries, but someone is going to see a quality in you that stands out and send you to jobs. that's how I got the job I have for the last 2 years.
