  We need a self-governed grading scheme for describing photo alteration:

  1 > un-modified
  2 > colour grading applied
  3 > cosmetic alterations applied
  4 > multiple photographs used in construction

  All news / media organisations that took part in the scheme would benefit - because their integrity would be enhanced through transparency.
