the crap Dells are crap, the good Dells are good, depends on the panel inside. you can get a 22" with an IPS panel for about 300. If you plan on using it for design, the PVA and especially TN panels have color shift at angle and just generally not very good color, save your pennies and stick with IPS.
a couple of the Dells have exactly the same panel as some of the Apple and Samsung monitors, but are significantly cheaper, so it pays to look closely at what you're actually getting and not buy based on the logo.
