  There probably isn't going to be some magic program that can just diagnose whats wrong with it.
  If it has started running slow recently then just think back to the time it started doing it to see if it's some software you installed.

  - Check background applications for anything eating up the whole CPU (crappy scanner drivers etc tend to do this even if its not plugged in)
  - Make sure you have much more disk free than you need, anything under 4 gig these days can potentially slow you down.
  - Max out your ram if you haven't already
