  I worked briefly at a sign shop when I was younger. They used to spray the surface of painted boards down with what I think was Windex before applying the vinyl. The wetness allowed you to reposition the tacky vinyl a bit and work out the bubbles without too much trouble. a few minutes later and it dried out no problem.

  Might be worth a shot, though it might also eat the oleophobic coating on the ipad. You should double check on that with apple tech support.
