It doesn't matter where the hairs actually are, just drop the pic into Illustrator, do a load of arched lines with a superfine lineweight so it looks similar, copy it and paste it into the quickmask of illustrator, blow it a bit here and there with the manual blur tool to soften and suggest depth, then make a mask of it.
Select the hair colour and just paint that in where the mask lies open, whether its the actual hair or the background.
As long as it looks right it doesn't matter if its accurate, hair by hair, to the picture or not.
