Export isn't the best way to put it. Output is better.
With Express it seems you can work in the DV format, ie firewire in from a DV deck or camera, then edit your piece, add effects and titles and then output back to your deck/camera as DV.
What Pro offers is a wider choice of formats to work with, so long as you supply a way to get the material into the computer, which usually means purchasing a PCI video capture card.
