    Remember with a 3D application, you don't always need to make use of the skin deformation tools.

    If you have a rigid body which you'd like to rig, I've found you can often forget about the standard skinning / vertex assigning tools.

    Instead, I've been able to set constraints to tie the position of the body parts to the bones of the skeleton. This might work for you too.
