site as art?

I'd say that a website is a container... If you take that definition, there's no reason it couldn't contain art - but then you need to decide what types of media are allowed to keep the definition that the website that's the subject of the art, rather than another form of media. A film can be displayed on a website, a book can be displayed on a website... when is the work of art more applicable as a website than any other form of media?
I suppose the characteristic that defines the web more than any other is the use of the hyperlink - so maybe webart needs to make use of that? But personally I think the most relevant webart embraces the medium in it's brashest and trashiest forms.. because this actually plays with / makes use of an aesthetic which is quite unique to the web and didn't exist before it. There's a site called http://nastynets.com/ which I think embraces this idea.
